Economic stimulus? Feds want your medical records wnd A little-discussed provision in President Obama’s economic stimulus plan would demand that every American submit to a government program for electronic medical records without a choice to opt out, and it has privacy advocates more than a little alarmed.
Patients might be alarmed, too, privacy advocates said, if they realized information such as documentation on abortions, mental health problems, impotence, being labeled as a non-compliant patient, lawsuits against doctors and sexual problems could be shared electronically with, perhaps, millions of people.
Sue A. Blevins, president of the Institute for Health Freedom, said unless people have the right to decide “if and when” their health information is shared, there is no real privacy.
“President Obama has pledged to advance freedom,” she said. “Therefore the freedom to choose not to participate in a national electronic health-records system must be upheld.”
Blevins’ organization, one of the few raising the alarm at this point, said the stimulus plan would impose an electronic health records system on every person in the U.S. without any provision for seeking patient consent or allowing them not to participate.
“Without those protections, Americans’ electronic health records could be shared – without their consent – with over 600,000 covered entities through the forthcoming nationally linked electronic health-records network,” Blevins said.
The organization said Americans who care about health privacy should contact members of Congress and the president to let them know about the need for opt-out and consent provisions.
According to the institute, the measure currently includes plans for: * An electronic health record “for each person in the United States by 2014.” * A national coordinator to develop a “nationwide health information technology infrastructure that allows for the electronic use and exchange of information.”
The institute said the medical privacy rule established under the Health Insurance Portability and Accountability Act of 1996 already allows personal health information to be passed along without patient consent for treatment, payment and “oversight.” The recipients of such information could be any of the people in the 600,000 organizations in the industry.
“Nobody wants to stop the proper use of good technology,” Blevins said, “and for some people privacy is not an issue.”
But she said the bottom line is that patients “would end up losing control of his or her personal health information.”
“There’s a lot at stake with electronically transferring health data and paying claims within the $2.2 trillion healthcare industry,” warned the organization, which works on issues of health freedom in the U.S. Another group, Consumer Watchdog, even suggested today Google is trying to lobby for the “sale of electronic medical records.” The group said, “Reportedly Google is pushing for the provisions so it may sell patient medical information to its advertising clients on the new ‘Google Health’ database.”
Consumer Watchdog said, “Americans will benefit from an integrated system capable of making our medical records available wherever we may need them, but only if the system is properly used.
“The medical technology portion of the economic stimulus bill does not sufficiently protect patient privacy, and recent amendments have made this situation worse. Medical privacy must be strengthened before the measure’s final passage,” the group said.
Classifying of people could lead to “discrimination and prejudice. … People can look at data about you and make assessments ultimately of who you are.”
The Heartland Regional Genetics and Newborn Screening is one of the organizations that advocates more screening and research.
The group proclaims in its vision statement a desire to see newborns screened for 200 conditions. It also forecasts “every student … with an individual program for education based on confidential interpretation of their family medical history, their brain imaging, their genetic predictors of best learning methods. …”
Further, every individual should share information about “personal and family health histories” as well as “gene tests for recessive conditions and drug metabolism” with the “other parent of their future children.”
Still further, it seeks “ecogenetic research that could improve health, lessen disability, and lower costs for sickness.”
“They want to test every child for 200 conditions, take the child’s history and a brain image, and genetics, and come up with a plan for that child,” Brase said at the time. “They want to learn their weaknesses and defects.
“Nobody including and especially the government should be allowed to create such extensive profiles,” she said.
The next step, said Brase, is obvious: The government, with information about potential health weaknesses, could say to couples, “We don’t want your expensive children.”
“I think people have forgotten about eugenics. The fact of the matter is that the eugenicists have not gone away. Newborn genetic testing is the entry into the 21st Century version of eugenics,” she said.

CRAPSTONE, England When ordering things by telephone, Stewart Pearce tends to take a proactive approach to the inevitable question “What is your address?”
He lays it out straight, so there is no room for unpleasant confusion. “I say, ‘It’s spelled “crap,” as in crap,’ ” said Mr. Pearce, 61, who has lived in Crapstone, a one-shop country village in Devon, for decades.
Disappointingly, Mr. Pearce has so far been unable to parlay such delicate encounters into material gain, as a neighbor once did.
“Crapstone,” the neighbor said forthrightly, Mr. Pearce related, whereupon the person on the other end of the telephone repeated it to his co-workers and burst out laughing. “They said, ‘Oh, we thought it didn’t really exist,’ ” Mr. Pearce said, “and then they gave him a free something.”
In the scale of embarrassing place names, Crapstone ranks pretty high. But Britain is full of them. Some are mostly amusing, like Ugley, Essex; East Breast, in western Scotland; North Piddle, in Worcestershire; and Spanker Lane, in Derbyshire.
Others evoke images that may conflict with residents’ efforts to appear dignified when, for example, applying for jobs.
These include Crotch Crescent, Oxford; Titty Ho, Northamptonshire; Wetwang, East Yorkshire; Slutshole Lane, Norfolk; and Thong, Kent. And, in a country that delights in lavatory humor, particularly if the word “bottom” is involved, there is Pratts Bottom, in Kent, doubly cursed because “prat” is slang for buffoon.
As for Penistone, a thriving South Yorkshire town, just stop that sophomoric snickering.
“It’s pronounced ‘PENNIS-tun,’ ” Fiona Moran, manager of the Old Vicarage Hotel in Penistone, said over the telephone, rather sharply. When forced to spell her address for outsiders, she uses misdirection, separating the tricky section into two blameless parts: “p-e-n” — pause — “i-s-t-o-n-e.”
Several months ago, Lewes District Council in East Sussex tried to address the problem of inadvertent place-name titillation by saying that “street names which could give offense” would no longer be allowed on new roads.
“Avoid aesthetically unsuitable names,” like Gaswork Road, the council decreed. Also, avoid “names capable of deliberate misinterpretation,” like Hoare Road, Typple Avenue, Quare Street and Corfe Close.
(What is wrong with Corfe Close, you might ask? The guidelines mention the hypothetical residents of No. 4, with their unfortunate hypothetical address, “4 Corfe Close.” To find the naughty meaning, you have to repeat the first two words rapidly many times, preferably in the presence of your fifth-grade classmates.)
The council explained that it was only following national guidelines and that it did not intend to change any existing lewd names.
Still, news of the revised policy raised an outcry.
“Sniggering at double entendres is a loved and time-honored tradition in this country,” Carol Midgley wrote in The Times of London. Ed Hurst, a co-author, with Rob Bailey, of “Rude Britain” and “Rude UK,” which list arguably offensive place names — some so arguably offensive that, unfortunately, they cannot be printed here — said that many such communities were established hundreds of years ago and that their names were not rude at the time.
“Place names and street names are full of history and culture, and it’s only because language has evolved over the centuries that they’ve wound up sounding rude,” Mr. Hurst said in an interview.
Mr. Bailey, who grew up on Tumbledown Dick Road in Oxfordshire, and Mr. Hurst got the idea for the books when they read about a couple who bought a house on Butt Hole Road, in South Yorkshire.
The name most likely has to do with the spot’s historic function as a source of water, a water butt being a container for collecting water. But it proved to be prohibitively hilarious.
“If they ordered a pizza, the pizza company wouldn’t deliver it, because they thought it was a made-up name,” Mr. Hurst said. “People would stand in front of the sign, pull down their trousers and take pictures of each other’s naked buttocks.”
The couple moved away.
The people in Crapstone have not had similar problems, although their sign is periodically stolen by word-loving merrymakers. And their village became a stock joke a few years ago, when a television ad featuring a prone-to-swearing soccer player named Vinnie Jones showed Mr. Jones’s car breaking down just under the Crapstone sign.
In the commercial, Mr. Jones tries to alert the towing company to his location while covering the sign and trying not to say “crap” in front of his young daughter.
The consensus in the village is that there is a perfectly innocent reason for the name “Crapstone,” though it is unclear what that is. Theories put forth by various residents the other day included “place of the rocks,” “a kind of twisting of the original word,” “something to do with the soil” and “something to do with Sir Francis Drake,” who lived nearby.
Jacqui Anderson, a doctor in Crapstone who used to live in a village called Horrabridge, which has its own issues, said that she no longer thought about the “crap” in “Crapstone.”
Still, when strangers ask where she’s from, she admitted, “I just say I live near Plymouth.”

CIA Station Chief in Algeria Accused of Rapes ABC news
The CIA’s station chief at its sensitive post in Algeria is under investigation by the U.S. Justice Department for allegedly raping at least two Muslim women who claim he laced their drinks with a knock-out drug, U.S. law enforcement sources tell ABC News.
The suspect in the case is identified as Andrew Warren in an affidavit for a search warrant filed in federal court in Washington, D.C. by an investigator for the State Department’s Diplomatic Security Service.
Officials say the 41-year old Warren, a convert to Islam, was ordered home by the U.S. Ambassador, David Pearce, in October after the women came forward with their rape allegations in September.
According to the affidavit, the two women “reported the allegations in this affidavit independently of each other.”
The affidavit says the first victim says she was raped by Warren in Sept. 2007 after being invited to a party at Warren’s residence by U.S. embassy employees.
She told a State Department investigator that after Warren prepared a mixed drink of cola and whiskey, she felt a “violent onset of nausea” and Warren said she should spend the night at his home.
The alleged victim said she remembers being in Warren’s bed and asking him to stop, but that “Warren made a statement to the effect of ‘nobody stays in my expensive sheets with clothes on.'”
She told investigators “as she slipped in and out of consciousness she had conscious images of Warren penetrating her vagina repeatedly with his penis.”
The second victim told investigators she sent Warren a text message accusing him of abusing her and he replied, “I am sorry,” the affidavit says.
According to the affidavit, when Warren was interviewed by Diplomatic Security investigators, he claimed he had “engaged in consensual sexual intercourse” and admitted there were photographs of the two women on his personal laptop. He would not consent to a search or seizure of the computer, leading investigators to seek the warrant.
According to the affidavit, a search of Warren’s residence in Algiers turned up Valium and Xanax and a handbook on the investigation of sexual assaults.
The affidavit says toxicologists at the FBI laboratory say Xanax and Valium are among the drugs “commonly used to facilitate sexual assault.”
“Drugs commonly referred to as date rape drugs are difficult to detect because the body rapidly metabolizes them,” said former FBI agent Brad Garrett, an ABC News consultant. “Many times women are not aware they were even assaulted until the next day,” he said.
The CIA refused to acknowledge the investigation or provide the name of the Algiers station chief, but the CIA Director of Public Affairs, Mark Mansfield, said, “I can assure you that the Agency would take seriously, and follow up on, any allegations of impropriety.”
State Departmentt Acting Spokesman Robert Wood issued a statement saying, “The U.S. takes very seriously any accusations of misconduct involving any U.S. personnel abroad. The individual is question has returned to Washington and the U.S. Government is looking into the matter.” U.S. officials were bracing for public reaction in the Muslim world, following the report of the allegation. “It has the potential to be quite explosive if it’s not handled well by the United States government,” said Isobel Coleman, a senior fellow at the Council on Foreign Relations who specializes in women’s issues in the Middle East.
“This isn’t the type of thing that’s going to be easily pushed under the carpet,” she said.

It looks like President Obama hasn’t gotten acquainted to his White House surroundings. On the way back to the Oval Office Tuesday, the President approached a paned window, instead of the actual door — located a few feet to his right.
Doors didn’t open automatically for Obama’s predecessor either. While making a hasty exit from a 2005 press conference in Beijing, former President George W. Bush tugged on the handles of a door, only to find it locked.
Bush laughed off the blunder, but the pictures still live on as part of Bush’s lame duck legacy. However, there was little note taken of Obama’s rookie mistake.
Obama, who was returning from meeting with Congressional leaders, may have been distracted by Republicans’ icy reception to his $825 billion stimulus package, which is poised to pass on Wednesday even without a groundswell of Republican support.

That is the most damning and depressing piece of data in the article.

Republicans Object to Stimulus Dollars for ACORN
Republicans say voter registration and community groups like ACORN could be eligible for funding under the Democrats’ economic stimulus bill. FOX News
Republican lawmakers are raising concerns that ACORN, the low-income advocacy group under investigation for voter registration fraud, could be eligible for billions in aid from the economic stimulus proposal working its way through the House.
House Republican Leader John Boehner issued a statement over the weekend noting that the stimulus bill wending its way through Congress provides $4.19 billion for “neighborhood stabilization activities.”
He said the money was previously limited to state and local governments, but that Democrats now want part of it to be available to non-profit entities. That means groups like ACORN would be eligible for a portion of the funds.
Sen. David Vitter, R-La., told FOX News Tuesday that the money could be seen as “payoff” for groups’ political activities in the last election. ACORN generally supports Democratic candidates and actively backed President Obama last year.
But he said the funding is just one example of frivolous spending items in the $825 billion package.
“It’s just a long list of spending items. Not a real economic stimulus job creation bill,” Vitter said. “It’s line after line after line of favorite liberal spending programs, and it amounts to a big government bill — not a job creation bill.”

The Pelosi-Obey Stimulus bill includes $358 billion in spending under the Appropriations Committee’s jurisdiction. When combined with new spending that will be considered by the Ways and Means Committee, the estimated cost of all spending will reach more than $550 billion. The nitpicking took its toll, and Obama on Monday privately urged House Democrats to remove a notable flash point: funds for contraception that had been defended by House Speaker Nancy Pelosi (D-Calif.) on national television just a day before. The Democrats agreed.
Loath to criticize a president who enjoys stratospheric approval ratings and the good tidings of most Americans, Republicans on the Hill are instead framing their overwhelming opposition to the stimulus bill as a vote against a congressional Democratic leadership that is far less popular than Obama.
“It’s not so much his effort, it’s what the House has done with this bill, what Pelosi has done with this bill,” explained Rep. Kay Granger (R-Texas), a veteran member of the Appropriations Committee.
Rep. Patrick McHenry (R-N.C.), a young conservative firebrand, was more blunt when asked what happened to Obama’s honeymoon: “Ask Pelosi.”
Sen. Kit Bond (R-Mo.), a senior appropriator, said that “several people” registered complaints to Obama that the GOP had not been consulted in the development of the bills now being marked up in the Finance and Appropriations committees.
The committees “were run without Republican participation, the Appropriations bill had things in my subcommittee part that we never saw or had anything to say about. We have been shut out.”
Not all Republicans will say the honeymoon is over, but rather that it’s Nancy Pelosi and other Democratic leaders who are doing their best to turn on the cold shower.

White House plan puts bull’s-eye on talk shows
Posted agenda issues warning about new ‘obligation’ review

The White House is promising new reviews of the “obligations” to the government by broadcasters who “occupy the nation’s spectrum” just as the president has targeted conservative talk radio icon Rush Limbaugh for a public attack, raising concerns over the possible restoration of the “Fairness Doctrine,” a policy that failed as unneeded and unconstitutional two decades ago.
Paul Ibrahim of NorthStarWriters.com cited Obama’s warning to congressional Republicans that “you can’t just listen to Rush Limbaugh and get things done” in suggesting the president has become the “driving force” behind a new “systematic” plan to “intimidate and demonize Obama’s opponents.”
That such a campaign was launched only days after Obama’s inauguration is “tremendously perturbing,” he wrote. “Welcome to the politics of hope ‘n’ change. Obama’s startling attempt to hang Limbaugh’s scalp on the wall is a warning that the new ruler does not want unity – he demands it,” Ibrahim wrote. On Obama’s agenda, according to his White House website, is the goal to “encourage diversity in media ownership.”
Obama elaborates on the site that his aim is to “encourage diversity in the ownership of broadcast media, promote the development of new media outlets for expression of diverse viewpoints, and clarify the public interest obligations of broadcasters who occupy the nation’s spectrum.”
The plan apparently aligns with longstanding Democratic suggestions to resurrect the “Fairness Doctrine.”
The policy was abandoned in 1987 under President Reagan when there were 75 radio talk shows in the U.S. Reagan opposed the policy because it required broadcast TV and radio programs to air “opposing views” on political issues, which had the practical effect of virtually eliminating opinion programs.
Since abandonment of the Fairness Doctrine, the number of radio talk shows has risen to more than 3,000.
Joseph Farah long has warned about Democrats’ plans to revive restrictions on the airwaves.
“If the Democrats and their me-too Republican allies are successful at sacking talk radio, there will be no stopping them,” Farah warned. “Broadcast will be first. Then they will go after the Internet with taxes and new regulations and hate-crimes laws. And when they succeed at muzzling dissenting voices there, they will even turn to print. Remember, we are dealing with a neo-fascist mentality here.”
Many fear the Fairness Doctrine would drive talk radio hosts – like Rush Limbaugh, Sean Hannity and Michael Savage – out of business.
During the presidential campaign, spokesman Michael Ortiz indicated Obama thought the debate was “a distraction.”
But author Brad O’Leary examined Obama’s legal and organizational attempts to silence media detractors during the presidential race and came to a different conclusion. “Barack Obama has shown a stunning lack of tolerance for free speech throughout the course of [his] campaign,” said O’Leary. “His presidency, combined with supermajorities for Democrats in Congress, would almost certainly bring back the so-called ‘Fairness Doctrine’ and allow the Democrats to snuff out any broadcasters with whom they disagree.”
House Speaker Nancy Pelosi, D-Calif., affirmed her support to Human Events reporter John Gizzi for a “Fairness” policy, and Sen. Jeff Bingaman, D-N.M., told radio host Jim Villanucci, “I would want this station and all stations to have to present a balanced perspective and different points of view, instead of always hammering away at one side of the political [spectrum].”
Ibrahim noted the president’s public verbal condemnation of Limbaugh makes clear his “rejection” of the old “Bush” politics. “You see, President Bush did not launch assaults on private citizens, nor did he ever label anyone as ‘unpatriotic’ for disagreeing with him. Thus, Obama and his friends are now effecting the change they promised. Welcome to their ‘new’ politics,” he wrote.
The National Review’s Byron York said Obama’s criticism of Limbaugh makes it appear he considers the talk host “the true leader of the Republican opposition.”
York said Limbaugh responded that Obama was trying to make the arguments about the radio show instead of Obama’s actual plans.
“To make the argument about me instead of his plan makes sense from his perspective,” Limbaugh told York. “Obama’s plan would buy votes for the Democrat Party, in the same way FDR’s New Deal established majority power for 50 years of Democrat rule, and it would also simultaneously seriously damage any hope of future tax cuts.
“I believe his stimulus is aimed at re-establishing ‘eternal’ power for the Democrat Party rather than stimulating the economy because anyone with a brain knows this is NOT how you stimulate the economy,” Limbaugh continued. “If I can be made to serve as a distraction, then there is that much less time debating the merits of this TRILLION dollar debacle.”
Limbaugh added: “One more thing, Byron. Your publication and website have documented Obama’s ties to the teachings of Saul Alinksy while he was community organizing in Chicago. Here is Rule 13 of Alinksy’s Rules for Radicals: ‘Pick the target, freeze it, personalize it, and polarize it.'”
Michael G. Franc, writing on the National Review’s “The Corner” blog, noted that attorney general nominee Eric Holder also has refused to commit to opposing to Fairness Doctrine. Obama’s choice to head his FCC transition team, Democrat Henry Rivera, added to fear in media circles that the Fairness Doctrine might return to silence conservative talk radio.
Brian Maloney of the blog The Radio Equalizer said in his post “Meet Talk’s Executioner” he believes Rivera will use his position to bring back the law for that very purpose.
Rivera, according to Maloney, “is expected to lead the push to dismantle commercial talk radio that is favored by a number of Democratic Party senators. Rivera will play a pivotal role in preventing critics from having a public voice during Obama’s tenure in office.”

This is even more then about Rush and other talk shows, it is also about Free Speech. First week in office and he’s simultaneously going after the 1st and 2nd Amendment. Obama’s arrogant, condescending attitude is one of his most glaring weaknesses. He cannot stand criticism or questions.
Hussein has just fired the opening salvo on the constitution. How is it that a KENYAN MUSLIM is telling US CITIZENS who we should or should not listen to.
To demonize and go after talk radio is right out of the Saul Alinsky playbook. And the left will applaud this because the only information they want getting out is their point of view.
I have no idea how many listeners the other talk shows have that I listen to, but Limbaugh as a consistent 20 million. This will make a lot of people including me very ticked off if this all comes about.
Let these ignorant, arrogant punks try to stifle conservative talk radio or any other broadcast media and the backlash will be at biblical proportions!
We now have a Legislature and Executive Branch that are going to Terrorize the Constitution and the Bill of Rights.

Military Retirees’ Tri Care for Life at Risk
For those of you who are covered by TFL you will want to pay attention to what BG Bob Clements has surfaced about the future of TFL.
If you know of anyone who is Retired Military, please forward this on to them.
I don’t know how many of you partake of the Tri Care for Life program but here is a very interesting note on the subject.
Obama has placed a priority on cutting it out of the budget as a means to provide funding for those things he promised during the campaign.
In any case, on page 189 of the Congressional Budget Office report, see the note below on how to get to that spot, there is a strong recommendation to eventually eliminate the program as it is too expensive. I would ask that you contact your elected officials and register your strong opposition to the elimination of this program. Just another move to slight those of us who dedicated much of our adult lives to the defense of our country.

This is for real. The heavy assault has begun on Veterans’/Retirees’ benefits to pay for other programs. The word on the street is that these indeed are a high priority of the Obama administration. The one most of interest to Retired Military is in Article 189. If approved by Congress the first assault wave would hit the beaches in 2011 and would hit hard. It would initiate cost sharing to require retirees to pay the first $525 of medical cost and 50% of the next $4,725 for a first year cost of $2,888 per person. It would be indexed to increase with inflation. A reason given for this action (for PR effect) is “overuse” by Retirees.
People who are professionals always look for the channel of least resistance when it comes to cutting money out of the Federal and DOD budget. I can tell you this straight on, military retirees are one of those channels of least resistance noted for sitting around, doing nothing, and waiting for ole Joe to do it for them. You had better wake up. Your medical benefits are prime target. If you lose them, you have nobody to blame but yourself. Let me repeat that … you have nobody to blame but yourself.
The way to secure your benefits is to write to your members of Congress and to keep writing and writing and writing. ONCE IS NOT ENOUGH!! Keep repeating the above statement until you are blue in the face.
Now I’m going to make one more statement to all of you younger people out there who are not yet eligible for Tricare for Life. HEALTH CARE WILL EVENTUALLY BECOME THE DOMINATING FACTOR IN YOUR LIFE. Remember that . . . . it will impact you big time with the utmost in cruelty unless you are fortunate enough to die from a heart attack . . . or get run over by a truck.
Now, I am going to attach AGAIN exactly what OMB has in store for military retirees using TFL. This source is directly from OMB and is not something that I have dreamed up. They are telling you exactly what they are going to do with your benefits. If you do nothing, this is what you will get.
The service organizations will put up a fight and are aware of this and will put up a fight but, they will need your help and can’t do it by themselves.
I hope this makes it clear as to what you can expect if you do nothing.
To show you how stupid these professionals can be at times if you will read the attached document closely you will see that in spite of the MTFs (Military Treatment Facility) need to get patients back to keep their doctors busy and the hospitals from going to clinic status, these people from OMB would employ a means to keep retirees from using MTF facilities by charging them a fee for services. How dumb can you get.
Even if you are an Obama lover, and believe that changeth cometh, TFL option from OMB will not go away. They need the money they spend on you for other programs for people who produce nothing but votes to keep their boss in office.
It looks like we will again be confronted by the ‘attack of the beancounters’ who, by and large, wouldn’t know (and probably never will know) genuine unselfish service to our country and are solely motivated by crunching numbers so that those numbers will reflect favorably on their bosses and their boss’s causes. They have no thought to the havoc they would cause . . . in many cases the loss of any amount of TFL benefits would be a an insurmountable hardship ….. and to some it would truly be a death sentence.
It is well that we gear up for the fight now. As P38Bob says, we must write, write, write and write. Once is not enough! In time I will be preparing letters for your use in writing to your elected officials and submitting them to the TREA Membership, and to others who may want to join the fight.
