Rep. Andy Biggs wants to move forward with a resolution that he introduced to condemn Rep. Adam Schiff's 'parody' of President Trump's phone call with the Ukraine president.

Schiff knew EXACTLY what he was doing. He wanted to get his 'parody' on the record.
