Looked up Kirby's Navy bio. This is not an admiral you want in command if you go into battle. He's a career REMF.

Spokesmen, PIOs, etc. make their living mastering the are of bullshit. If they can't impress you with the truth they attempt to dazzle you with lies. This fellow Kirby is a dazzler. Also, that massive row of ribbons doesn't impress me. Brass give each other awards all the time. It is a careerist's game.
