This is due to a complete lack of leadership who accept responsibility and it starts with Obama. Obama has refused to take responsibility for anything that has gone wrong since he's been in office. He took credit for getting all the troops out of Iraq and when that fell apart and ISIS started overrunning the country, he said it wasn't his decision.
