What he's saying is that Obama uses the Blacks while catering to the Whites. But then, that's what the Democrats have been doing for decades.
Think about it. 150 years ago, Democrats fed and housed Blacks while using them for field labor. Today, Democrats feed and house Blacks while using them for votes.
