She's just using a Don Meridith quote. On a Monday Night Football game decades ago the TV camera panned the almost empty stands in Houston. The Houston Oilers were losing very badly. The camera caught one Houston fan sitting alone in the endzone looking bored. He suddenly flipped the bird at the playing field. Howard Cosell was aghast and began a lengthy dissertation on why this fan's action was so wrong. His fellow sportscaster, Dandy Don Meridith piped in and said, " Howard, he's just telling the world his team is number one".
Tatiana is just letting her audience no that obama is number one. Although I think she means number one asshole.

While the Idea was good the work was sloppy. Look
at the hand The middle and index are clear. the rest blend into a mass and the area below the wrist fades into her sholder..Any way she should have used both hands.
