Sorry Herman you are dead on wrong!!! Herman Cain has been showing a lot lately that he has no real knowledge of our Constitution and no idea how our governmenrt works. This is just one of the issues he has messed up on.
Not good for this from a candidate. Maybe his team can help him on this for future interviews.

I do have to say this. Back in the 90's when many states had very pro-gun laws and the Feds were trying to restrict them, the NRA was saying many of those gun issues were a "states" decision, not the Federal Governments. What Herman Cain said in the interview was the NRA position of 15-20 years ago.

Ouch! I believe that Cain does support the Second Amendment, but he misspoke here. The US Constitution and the Bill of Rights supercede any state laws. Yes, I bet his handlers cringed at this answer.
We know what obama and Holders' attitudes are to the right to bear arms. Think "fast and furious".

I think he meant where guns can be carried, restricting guns from being carried into a court house or the tax assessor etc. How old a child needs to be before they can carry a gun alone that sort of thing should be under local control. We should not have uniform rules across the country on such matters.
When my Grandfather was eleven he got a shotgun and was so proud to be able to help put meat on the table that he had the gun until he died at the age of ninety-one.
When I was in eighth grade the guy with the next locker pulled out a shot gun to go hunting until his father picked him up after work. That was in 1969 at a city school three at the edge of the city. He did have to walk five hundred yards to reach an area where he could legally fire the gun. Thirteen year old going bird hunting from school would cause some congressmen to have a heart attack. Certain FBI agents and ATF agents would gun him down, in all probability shooting him in the back today. Such people grow up to be orthodontists like he did but FBI agents need bad guys.
