When you are falling in the polls find some entity to blame, make it look like its someone elses fault and run from the responsibility of taking the hit for your own ineptness. One of the last conseratives at the New York Times oioned a term for the news that the blogs and radio and Fox are handling. Bill called it the UnderNews because when the editors rejected a story they would put it on a spike on their desk. The first stories to rejected are the ones that are building the new media.
